Tournament Rules 1.
General information Matches
are generally played after the DFB-principles, the football rules and the
orders of the Football-Organisation Rheinland. Following deviations are to mention: 2.
The playing-field. The
playing field is 23 metres wide and 45 metres long. The penalty field is
marked as a rectangular goal area. It
is going to be played on 5m wide and 2m high goals. The
9m mark is equated as the penalty-kick-point. Goals can be scored out of the own half. 3.
Number of players. A team consists of maximal 14 players, 5 of them (4 players and 1 goalkeeper) are allowed to be on the field at the same time. 4.
Changing of players. Players can be changed „on the fly“, which means it can happen during the running game near the bench where the rest of the team waits for their use. The player which is being changed must have left the playing field before the new player can enter the game. The player changed can be changed again directly after he left the game. The changing players and coaches/trainers have to stay on the bench for the players behind the side fence during the game. All players of other teams which aren´t playing have to stay on the tribune or in the lobby. 5.
Mistakes in changing players / Too much players on the field. When a team has more than the allowed amount of players on the field, the game is interrupted and the player which entered the game too early will be cautioned with the yellow card. The game is continued with an indirect free kick at the spot the ball has been at the interruption of the game. 6.
Minimum player count. There
have to be minimum 3 players on the field (1 goalkeeper and 2 fieldplayers)
at the same time. If a team loses more than 2 fieldplayers the game is
interrupted. The
tournament management decides who wins. 7.
Player´s equipment Shin
guards have to be worn. The
player´s are only allowed to play with indoor-shoes with bright soles.
The shoes have to be in such condition that they aren´t able to hurt
other players and won´t leave marks on the ground. The
tricot must be worn in the shorts. Every team must have at least one additional set of tricot´s for spare. The team which named first on the game-schedule has to change their tricots if it matches the colour of the tricots of the other team. Also they have to change it if the referee and/or the tournament management decides so. 8.
Playing time. The playing time is 1x15 minutes without changing sides. There is no halftime-pause. Playing time of the both final-matches is 1x20 minutes. The playing time is counted by the timekeeper and controlled by the referee. The referee decides about injury-time and interruptions of taking the time. 9.
Personal discipline. In Hall-games there are two possible personal discipline´s: Warning (Yellow Card), field expel on time (2 minutes) and field expel for the rest of the tournament (red card). That means there can´t be any field expels with yellow-red cards. The referee can expel a player from the field for 2 minutes once, when a yellow card isn´t justified and a field expel for the rest of the game doesn´t seem to be appropriate. A field-expel (which means on-time or for the rest of the game) can be outspoken without previous warning or even without. A warning after a field expel isn´t allowed. After a field expel on time a player can enter the game when the opposite team scores, latest after 2 minutes. With a field expel through a red card the player retires from the tournament and is announced to the Spruchkammer of the Football-Organisation Rheinland. A team, which has to take a field expel with a red card, can be supplemented by another player if the oppotite team scores, latest after 3 minutes. The field expel on time is controlled by the referee. 10.
Ball out of game. If the Ball leaves the side fence it has to be brought back into the game through rolling it in. When the ball leaves the fence on the goal-side, the ball has to be brought back into the game through a corner or through a goal-kick. The goalkeeper is the only one who is allowed to do a goalkick. He must get the ball into the field by rolling, throwing, kicking (ball on the ground). The ball has only entered the game when he has left the penalty-field/goal area. If the ball passes the mid-line without touching any players the other team has an indirect free-kick. This rule applies to all situations where the goalkeeper has controlled the ball with one or two hands. The goalkeeper also can cause a corner-kick, from where a goal can be scored. 11.
Free-kicks. All free-kicks are to be shot indirect. If the defending team causes a free-kick in their own half-side, the opposite team gets the free kick from the next penalty-kick-point/goal area – line which is next to the point the free-kick was decided. 12.
Goalkeeper. The Goalkeeper is allowed to leave the goal area, but then he isn´t allowed to control the ball with his hands. If a field player pases the ball with his foot back to the goalkeeper and the goalkeeper takes the ball in his hands the opposite team gets a indirect free-kick from the goal-area-line. If the goalkeeper holds the ball in his hands for more than 5-6 seconds, the referee has to take that as unsportsmanlike and the other team gets an indirect free-kick. 13.
9metres-kick. At the 9m-kick theire are all usual rules as in the 11m-kick with the exception that all players of a team which are mentioned in the gamereport, but not the players who have received a red card in the whole tournament. The referee has to know the first 5 players who kick at first, if the game isn´t decided after the first 5 kicks of every team the players who kicked first can be used again. 14.
Other Rules. The Offside-rule is cancelled. At the Kick-off and all other gameresumes – even the rolling in – the opponents must stay 3m away from the ball. From a Kick-off at the mid-line or from the goal-area through the keeper no goal can be made. If the ball touches the ceiling or any other objects that don´t belong to the playing-field the opposite team gets an indirect free-kick from the spot under the object which the ball had touched. If the ball bounces off the ceiling or an object into the goal the game is resumed through a corner or from the goal-area. The ball has to be a hall-football. The first-named team has to take the right halfside of the sight from the direction room and has the first ball. 15.
Holding-Mode. It is played with two groups with once 6 teams and once 7 teams. When two teams have the same amount of points and the same goaldifference, that team is better who has made more goals. If even the amount of goals the same a 9metres-kick/Penalty Shoot-Out will decide about the winner. This is for the ranks 5-12. Each team has 5 tries. If after that there is still no decision the penalty shoot-out continues until there is a decision. During the execution of the shoot-out the goalkeeper of the executing team has to stay outside the penalty area without interfering in any way. The player is only allowed to shoot once. If the goalkeeper touches the ball so that the ball cannot enter the goal by itself, no goal is scored and the action is completed. If the ball, after being touched or saved by the goalkeeper, enters the goal, then the goal is valid. The player is not allowed to play the ball if the goal keeper hast touched it. The both Group-first and –second play the semi-finals. The winner of group A plays against the second of group B and the other way round. The semi-finals, like the games about place 3 and 4, won´t be extended. If the teams play a draw, both teams take part in a penalty shoot-out/9metres-kick. Only the final can be extended by 1x5 minutes if a draw is played. 16.
Player´s Passports. The player´s from other countries must bring theire passes. Player´s who haven´t got any player´s passes must have an official document (identification card/passport). Player´s who can´t be identified can´t take place in the tournament. The Player´s Passfile must be brought to the tournament management latest 15 minutes before the first game starts. The teamreport must be created in block letters and in numeric order of the tricotnumbers, which have to stay the same for the whole tournament, and must be brought to the tournament management with the passfile. 17.
Other. The first 6 placed teams have qualified automatically for the next „Westerwälder-Keramik Cup“. At the award ceremony also the player with the most goals in this tournament. Also the „est goalkeeper“and the „best field-player“ are determined by a jury which consists of trainers of the participating teams. The rating-formulars which are handed out are to be filled out in block letters and given to the tournament management 5 minutes before the final starts. At the opening ceremony on Saturday and the award- and closing ceremony on Sunday all teams have to take part. Before the ceremony´s start the teams have to stand at the main-entrance of the hall, infront of the dressing rooms. Protests and plea´s because of offences from the referee aren´t allowed. When other disputes occur the tournament management will decide. The organizers are not responsible for the Loss or theft of clothing or valuables. Every parcitipant is responsible for his own properties. The organizers do not bear responsibility for any accidents during the tournament and the financial consequences arising therefrom. Each team is responsible for ist own accident insurance. |
